Since 2013, PCFC has attracted remarkable individuals to the board, all of whom are passionate about community, sports, and utilizing social privilege to enhance our mission.
2023 is an exciting year for PCFC as we continue to shift from a grassroots soccer club into a mid-size professional organization that provides high-level athletic training and wraparound social services for our players’ families.

Robin Fraser, Colorado Rapids
Robin has been the permanent head coach for the Colorado Rapids major league soccer club since 2019. He spent the prior four seasons serving as an assistant coach with Toronto FC where he helped lead the team to the first domestic treble in MLS history by winning the MLS Cup, the Supporters’ Shield, and the Canadian Championship in 2017. After emigrating to the US from Jamaica, Robin began his MLS coaching career with Real Salt Lake in 2007 and was an assistant coach for the club’s 2009 MLS Cup win.
Ellen Dully, Forth
Ellen is an avid football fan, having first laced up her boots at the age of six, and then going on to captain her college soccer team to a NCAA Division 3 national championship title. Ellen now channels her love of the game into supporting PCFC and the Portland Thorns. Ellen is the Deputy Director at Forth, a non-profit with a mission to electrify transportation by bringing people together to create solutions that reduce pollution and barriers to access. Prior to joining Forth, Ellen worked as the Director of Finance & Operations at the National Crime Victim Law Institute. She also held the position of Associate Director of Development Operations at Oregon Food Bank. Ellen holds a BA in Religious Studies from Macalester College, and an MBA from Willamette University.
Victoria Trapp, Portland State Univeristy
Victoria is an athlete and a coach. Beginning at age 6 Victoria began competing in baton twirling competitions and eventually became a gymnast and a diver winning regional and state competitions. Victoria now shares her love of sport playing pickleball and mostly as an advocate for those seeking access to the field of play. Victoria is a change manager consultant and an Adjunct Professor at Portland State School of Business teaching Business Law.

Kurt Borchardt, Pepper Foster Consulting
Kurt grew up in Minnesota and Maine participating in sports that were school- and community-funded. In the military, Kurt was stationed in Germany where he trained and played soccer recreationally on a post and local village team. As a parent today, he coaches soccer and lacrosse with an ‘E’ License certification in soccer. Kurt brings over 25 years of experience as a technical program manager and collaborative team builder. He is a firm believer that accesses to sports should be determined by an individual’s desire to play versus socioeconomic status. Kurt’s volunteer service began in 2013, the same year PCFC was founded.
Dan Ouderkirk, SAP Concur
Dan grew up in Massachusetts and played many types of sports during his formative years, including soccer in high school and lacrosse in college. As an adult he’s been coaching Eastside Portland Lacrosse for over 10 years. Professionally, Dan works in technology and software with a focus on product strategy and partnerships. He has volunteered for numerous nonprofits with an eye on financial stewardship and sustainable organizational development. Dan maintains a strong belief that equity, diversity and opportunity improve the health, vibrancy and sustainability of any organization. Dan’s volunteer service began in 2013, the same year PCFC was founded.
Kaig Lightner, PCFC Executive Director
Ex Officio Board Member (non-voting)
Kaig is PCFC’s founding executive director. He earned his United States Soccer Federation National ‘C’ License coaching certification in 2003. He also holds a Masters in Social Work degree from Portland State University, where he is a former adjunct professor in the social work department. As a queer, transgender man, Kaig brings lived experience in the communities served by PCFC. He is also the founder of Quantum Gender, a consultancy that supports businesses and organizations in cultivating cultures of belonging. Kaig believes that playing sports and coaching soccer saved his life, and his goal is to ensure all kids have the same opportunities he did as a young athlete.
